TROUBLESHOOTING
The first step when diagnosing a fuel delivery problem is to check the fuel flow. Remove the fuel tank cap and look into the tank.If fuel is present, disconnect and ground the spark plug leads as a safety precaution. Disconnect the fuel line at the carburetor (Figure 20, typical) and place it in a suitable container to catch discharged fuel.
See if fuel flows freely from the fuel hose when the primer bulb is squeezed.

If no fuel flows from the hose, the fuel petcock may be shut off or blocked by rust or foreign matter. The fuel hose may be restricted or kinked or a primer bulb check valve may be defective.
Make sure the vent on the fuel tank cap is open.
CAUTIONSwitch box damage may result if the engine is cranked with the spark plug leads disconnected and in an open-circuit condition.
When performing engine cranking tests with spark plug leads disconnected, be sure to provide a spark gap by installing a suitable spark tester (part No. FT-11259) or securely grounding spark plug leads to the engine.
